I think this use of "up to" is not what you meant to write --
pseudo-mathematicians generally use this to mean "excluding" (or
"disregarding" is suggested at [1] ), so "up to equality of file names
and contents" would suggest file names and contents *can* be changed at
will -- i think you just mean that "timestamps of files may differ".
