Technically, the GR process advantages the ones proposing a GR
for giving them more time to think things trough,
while the others are restricted to the short discussion period.
So doing it like this is more fair play.
My understanding was that the modified timeline was for the benefit of the list, and not to create an advantage for the drafter. I apologize for this misunderstanding.
