Hello Russ,

many thanks for your work on the proposal. I have a few questions about
points that are unclear to me.

What ist the meaning of the term "chosen by lot"?  My dictionary
doesn't explain the expression in the context of a vote but only
in the context of a piece of land, which doesn't make sense here.

Searching the web indicates that the term appears to be used as a
short form of "chosen by lottery", i.e. meaning a random
selection.  I suppose that is the intended meaning here, but it
would be nice if you could confirm that.

What is the reason for having a special rule for the chair compared to the
other members of the TC in case of having to abstain from the vote?

How can be determined that the outcome is no longer in doubt before the
