It's a broader question and you should ask who controls GPL now and who
decides who controls it. See also "who decides who is on the FSF board?".
It's good that this question was asked but it should have been asked long
ago.

It will certainly fix some FOSS problems but you should instead ask "what
happens if the current FSF releases GPL v4, what content could it have?".
