I haven't AFIACR.  I don't know about anyone else.  While annoying, I think
Sven Luther's posts are staying the right side of the Code of Conduct, so I
don't think it's obvious that listmasters should ban him.  If they do, then
that's pretty worrying and a further step towards organised chaos.

Also, I think the non-list-banning and the upload-banning are linked
injustices and we should try to resolve the whole problem in one move, no
matter whose turf it actually steps on.  The GR is one of the few
cross-cutting resolution-makers.
