This happens when the maintainer is happy to continue maintaining
it which is not always the case.  Depends on the maintainer and their
feelings.

When the DM wants to maintain the package in non-free that could be
possible.  If a non-free package would be a sufficient enough reason for
granting DM permissions, that is.
