Yes. I'm actually surprised this is not currently the case, and would be
interested in finding out why this hasn't happened yet.

If there are good reasons to keep Debian and DebConf legally separate,
we should probably not jump the gun just like that and throw DebConf in
SPI anyway; but if they are separate simply because integrating DebConf
hasn't happened yet, then it would make sense to look into this.
