Vote page ISO 8859-1 but contains UTF-8?

At http://www.debian.org/vote/2007/vote_001 I noticed that Raphaél's
name is written with the UTF-8 é, and the page itself defines the
charset to be ISO 8859-1. Is this an artefact of the WWW pages or
a simple typo in the vote page?
