Sure, they don't -- voting's voluntary.
They do need to be able to upload packages, or put stuff up on
people.debian.org, or do other things on our servers, though.
Does that mean that you would be happy for someone who doesn't need to
be able to upload to Debian (for example a lawyer working on licensing
issues) to become a Developer?
If they're willing to go through the new maintainer process, sure. I
think that'd be a waste of time if the only benefit they're going to get
is the ability to vote; but if they think differently, that's up to
them; as long as they're contributing something they should be able to
pass eventually.
For comparison, I advocated Mattias Wadenstein after meeting him in Oslo
because I thought he'd be better able to work on CD generation and
mirroring from within the project; and because I thought it'd be a good
idea to try getting some non packagers through n-m. I'm fairly sure I
warned him it wouldn't be trivial at the time, but it looks like he's
persevered and should have his account enabled any day now.
