Merely reverting to the old SC will keep intact the ambiguity[1]
surrounding what is and is not software.

If you feel that the current SC is suboptimal, make a specific
proposal to deal with the suboptimal nature of it.

While reversion is an option, I'm not convinced that it's a
particularly sane one.
