	Has anything been proposed at all so far? It seems to me that
 various trial balloons have been sent up, but nothing has yet been
 formally proposed (If I am wrong, could the interested parties send
 me the message ID's of the proposals and the seconds? I have not been
 keeping track as is my wont).
