Basically, it allows you to buy votes, or threaten people who don't vote
the way you want. Suppose I wanted everyone to vote for Bdale, then I
could say, "Okay, unless you email me the secret key Manoj mails you,
and when the tally comes out, you turn out to have voted for Bdale,
I'm going to remove all your packages from woody".

If you _can't_ prove how you voted, then someone who's attempting to bribe
or threaten you has to take your word for how you voted, which doesn't
give them much chance to influence you. You can always say something like
"If Bdale wins, everyone gets $5!" but then they can still get the $5
even if they vote for Branden or Raphael.

Of course, not being based in Zimbabwe or Florida, this probably isn't a
huge concern.
