That's ludicrous.  It is completely obvious that this voter meant to specify
preference for the marked candidate relative to all others.  The only point I
can see any ambiguity about is whether all others should be treated equally
like 22122, or whether the intent was 33132.  I'd tend towards the latter, 
since what this vote says to me is "this one, or nothing".

Any other interpretation at best violates the principle of least astonishment.
