I think several things need to be done.

1. Put out the announcement with a [updated] or something logical in 
the title asking people to link the new version.
2. ask sites like slashdot to link the new version.
3. people replying to mails should not recopy the list of voters.

I'll put something on debian-announce right away and hope others will 
link it from there.
