I hear a lot of this.  It is widely accepted that "issue" encompasses
"modify".  Why?  Well, the power to issue documents also includes the
power to issue documents that declare previous ones obsolete and new
ones to take their place -- hence, a modification.

However, I agree there is some ground for question here.
