The checker uses the FTP keyring for the actual key data, if your key is
not in there then you will be rejected outright.
It then consults the LDAP directory to see who owns the key, if your key
is not in there then it will also be rejected.
This is ment to prevent people from voting with both their PGP and GPG
key and getting counted twice.
