I guess that's a better way to say it. Obviously the DPL should not make
decisions based soley on his own opinions. He should make decisions
based on the developers' concensus, and on what he believes is best for
the project. These two factors are a balance that is difficult to
maintain. It is this ability to balance these factors that makes for a
leader.
