AFAICT, the version of dak (Debian Archive Kit) in Debian
Volatile does not uses tiffani, the girl[1] in charge for generating
the pdiffs, but apt clients/interfaces are aware of it and try to
find such files.
1. The new dak doesn't use the girl names anymore, it's only dak
with option to do what is needed. Anthony Towns implemented
the resource back in 2005:

Soon, we will migrate to the new dak and probably you will
find the Packages.diff file. :-)
