consider adding debootstrap to volatile.

Hello,

I would like to request the addition of debootstrap to the volatile archive.
This would be the sarge debootstrap, but adding updated etch/sid scripts, and
maybe also the ubuntu ones, so it is easily possible to debootstrap an etch
or sid chroot from sarge, which seems like a legitimate thing to do (i have
been doing this tens of times in the past month or so, and always had to do
debootstrap sarge and then upgrade, since it currently fails because of
libstdc++).
