It's not in stable, but it is in testing, and (depending on *why* it
isn't in current stable) may well wind up being in the next stable.
You *might* be able to argue that it's a bug for the package version in
stable to specify a dependency (even of Suggests: level) which can't be
satisfied in stable, but that would I believe be at best a
wishlist-level bug - and it's unlikely that it would get fixed in a
stable update, unless the fix could make it in alongside a
more-important update to the synaptic package.
Adding into consideration the effort and logistical overhead involved in
applying a change like that for stable but not for testing, I just don't
think it's probably worth bothering with. YMMV, however.
