You're very confused about something, and it's not really clear what
that is.
A Debian installation medium can install ANY Desktop Environment.
All you have to do is select it in the final stages of the installation.
By default, GNOME is selected, and you would have had to change options
in the menu to get KDE/Plasma instead of GNOME.
If you mean a LIVE image, and not an installer, then you need to
specify that. I could do a web search for "Debian 11 live image GNOME"
(or whatever Desktop you want on your LIVE image), or you could do
it yourself. If that's actually what you want.
Are you trying to INSTALL Debian on a fixed disk, or are you trying to
download a LIVE image for use without installation?
What Desktop Environment, IF ANY, do you want to use? Don't just
say "not Plasma". Say what you DO want.
