It's an optional file. Modern versions of Xorg and modern hardware
do a lot better job of automatically detecting what needs to be done,
so most people won't need one.

I sincerely doubt that the Xorg configuration will have anything to do
with the widgets drawn by an application. Xorg configuration would
control things like the overall screen resolution and refresh rate, not
the details of client applications.
You're most likely going to need answers from the developers or support
personnel of the application in question, or the underlying toolkit that
it uses (Gtk, Qt, etc.).

Find the relevant Xorg.0.log file (either in ~/.local/share/xorg/
or in /var/log/) for details provided by the X server as it starts
up.
You can also get some information from xdpyinfo, or inxi.
I still don't think this will answer your questions about scroll bars.
