I would try to know if it is possible to alter the default setup to 
throttle the automatic periodic resync.

If this is not possible (I am inclined to think so but really don't 
know), I would try to deactivate automatic resync by one of the ways the 
author evokes and create my own script (periodically launched) that 
basically do a:
 lvchange --syncaction --maxrecoveryrate Rate[bBsSkKmMgG]

But as I know nothing about RAID, my suggestion is potentially fantasist 
and/or irrelevant
