Correct.

root@peregrine:~# virsh net-start default
error: Failed to start network default
error: internal error: Network is already in use by interface wlp1s0

root@peregrine:~#

root@peregrine:~# pre libvirt-daemon-system virt-manager virtinst libvirt-clients libvirt-doc libnss-libvirt
libvirt-clients	11.3.0-3 amd64
libvirt-daemon-system	11.3.0-3 amd64
virt-manager	1:5.0.0-5 all
root@peregrine:~#

So I am missing virtinst, libvirt-doc, and libnss-libvirt. I doubt I
need the documentation. virtinst is a transition package for
virt-install, which is present, so is unnecessary.

Did you test on a box with Ethernet or Wi-Fi?
