In the case of SecureBoot, files in EFI/debian should be identical. Onthe other hand, grub-install should create a boot entry in firmwareconfiguration, see its --no-nvram option. You may do it yourself bycalling efibootmgr explicitly instead (just once, not as a part of syncprocedure).
