Webcam not sending feed in firefox-esr

I had received an invite to a Teams meeting and opened it in firefox-
esr. It showed the feed from my webcam in the preview, but when I
joined the meeting, it did not let me enable it. I enabled
media.webrtc.hw.h264.enabled and restarted Firefox; after doing this, I
could enable the webcam in the call and it showed the output, but the
caller said they couldn't see it.

Is this a problem with with my setup? I've used other distributions on
my PC and not encountered this issue. I'm currently using Debian 13
with kernel 6.12.48+deb13-amd64 and Firefox 140.3.0esr. I'd prefer not
to use the flatpak as I've never gotten that to work with KeepassXC.
