You originally asked:

So here's my answer:

Developers are sometimes paid by the hour and sometimes they contract
for a piece of work. Which is used often depends on how well the work
they are required to do is defined and on the type of work involved.

In this case, the work is ill-defined, at least at this stage, so the
only reasonable pricing at this stage is an hourly rate. It might be
possible to get a fixed price by paying somebody to write a "good"
description of the work that needs to be done.

Having said all that it seems to me that Andy has given you a full
answer to your questions, at least as good as I could give, in saying
€85/hour.

So your negative reaction to his answer surprised me and I think is
uncalled for. I'd say you owe him an apology.
