This actually has a kind of answer. The long-term-support
project for Debian is run by the Freexian consultancy, which
accepts donations and payments and pays developers.

One of the things that you can buy is ongoing support for a
package. They have an estimation page here:

and the developers are paid at a rate of 85 Euros per hour,
which I think is pretty much in line with mid-to-senior software
developers.

Remember seeing some years ago people offering bounties for software development.
"I want this working in this way and I will pay this amount".
No idea where it was.
