There's at least one window manager that displays a completely empty
screen. You right click anywhere and get the same menu that a DE shows
you.
DEs are for icons, clocks, one-click program launchers, status displays
and all the other furniture you see, and they all have little
peculiarities which are either the best thing ever, or totally
unacceptable.
