The very few wireless devices I own that are in a PC or laptop are never enabled.
I agree that this case you may ignore that kernel messages. For others I recommend to be more careful since I expect that your adapter might interfere with radio devices around (unrelated to WiFi).
If a laptop has a WiFi card then I would consider installing regdb even if the device is normally disabled. It might happen that you would need to bring it to some other location and to connect it to network there.
The old Dell that list came from AFAICT has no wireless components in it or attached: 00:00.0 Host bridge: Intel Corporation 4 Series Chipset DRAM Controller (rev 03)
Unsure if you are interested in debugging this specific issue to suppress messages related to wireless-regdb. Dependencies in lsmod output may be more informative, look at cfg80211. journalctl entries before the warning might give a hint if some service tries to initialize 808.11 stack.
