As pointed, with X11 it is a matter for the window manager.

But it also seems like you are confusing full screen and maximized
windows. In full screen, you cannot click on any “x” because there are
no “x” to click on, just the window.

As for Wayland… it sucks, nuf said. I hope it will be possible to keep
using X11 as long as possible, and when not I will use Xwayland alone in
full screen.
