A VPN is a network connection that is:
- encrypted
- and goes somewhere else, "virtually putting you next to them"
even though the far end could be across the planet.

The technology is either built in to the kernel (Wireguard,
IPsec) or available as a Debian package (OpenVPN, tinc,
OpenConnect...) or from a third party.

If you are buying a service from someone, you should be asking
them what is possible and what they support, and making
decisions about how trustworthy they are for your use case.
