Your problem is almost certainly here:

$ apt-file show libgphoto2-6 | grep udev/rules
libgphoto2-6: /lib/udev/rules.d/60-libgphoto2-6.rules

Try to hide that file from the system, reload the rules and
unplug/replug both devices and see if it changes something.
