Check /var/log/Xorg.0.log and output of "journalctl -b" "journalctl -b -1" (as root) with proper boot number or ID references to compare logs when monitors are connected before or after boot.
Perhaps there is a way to explicitly enable another graphics card even no monitors are connected when Xorg starts. I have never tried this kind of configuration, so it is just a guess.
