For actually modifying PDFs, I have taken to using Firefox.  It not
only handles editable PDFs (those with predefined fields to type
into), it can also simply overlay text and drawings.

It is not likely to work for changing the wording of the document.
But if you just want to avoid having to print out a form on paper,
insert it into a typewriter so you can carefully position every single
letter AND have it legible, then scan it back in to send off.... well,
I found FF to work well and be convenient.
