If the keyboard would only fail to work while GRUB is running, then the
package name for the bug report would be "grub2".
But if you cannot get the computer's firmware (EFI or Legacy BIOS) to
react on the keyboard before GRUB starts, then the problem would not be
topic for a Debian bug report unless you find a reproducible trigger for
it in Debian.
E.g. if you can identify a particular Debian version or package which
after use causes the next boot procedure to ignore the keyboard.

We should not forget the little mainboard parasites like Intel ME.
It has its own processor and an operating system with Minix smell:
https://itsfoss.com/fact-intel-minix-case/
"That supplemental unit is part of the chipset and is NOT on the
main CPU die. Being independent, that means Intel ME is not affected
by the various sleep state of the main CPU and will remain active
even when you put your computer in sleep mode or when you shut it
down."
Have a nice day :)
