I do not think, GNOME applet errors are relevant. The actual job is
performed by the daemon.
I am curious what nmcli subcommand reports when the cable is plugged in,
but the connection has not activated manually.
"Make available to other users" controls whether e.g. WiFi passwords are
stored in user keyring or in a /etc plain text file. Connections
available for all users may be activated on boot before the user logged
in. I have never tried the feature for Ethernet, but likely I had a WiFi
connection configured this way and it was activated on login. Cable plug
event may have its own issues.
