I would recommend that you add --no-install-recommends to your command
line. The difference here is dramatic:
apt-get install devscripts
0 upgraded, 149 newly installed, 0 to remove and 0 not upgraded.
apt-get --no-install-recommends install devscripts
0 upgraded, 11 newly installed, 0 to remove and 0 not upgraded.
