I believe the problem is that the mac address change that he implements
manually with macchanger doesn't survive a reboot of the system.

It seems you would have to configure /etc/default/macchanger for that
(or create a systemd service or modify /etc/network/interfaces).

If you're implying that he actually doesn't require changing his mac
address at all, you're more intuitive than I am.
