My desktops have always had this set in the BIOS/CMOS, Eg for a Dell:

  POST Behaviour

  Adapter Warnings                enabled
  Numlock LED                     disabled
  Keyboard Errors                 disabled
  POST HotKeys                    F12 Boot Option Menu enabled
  Fastboot                        Thorough
