It's for making web applications without having to dirty one's hands
with actual code, particularly HTML and CSS. There are frameworks for
making huge enterprise applications, such as Cake and Laravel, but they
tend to have learning curves of their own, particularly the latter, and
still require considerable coding.

But even if you just ask an AI to make code for you, there's no
avoiding actually knowing what you want to achieve *in* *detail*. You
do, for example, need  at least a rudimentary knowledge of SQL to design
appropriate database queries, and for business purpose, how tax works
in your country. You effectively have to write some sort of code to
instruct the AI. Ordinary English is not really precise enough.

The OP may just mean web authoring applications, which make web pages
that don't need to do much. They have been around for Windows for
decades and produce huge HTML files. You've all had spam emails with
100kB of useless markup and about three lines of text. I don't think
there's a good free one for Linux, as Linux users tend to be capable of
hacking HTML.
