you could try an Ubuntu list or forum.

Where are you - where are you downloading from - which mirror or site?
Try:

http://cdimage.ubuntu.com/cdimage/releases/24.10/release/

Also, bear in mind that 24.10 is not the Ubuntu LTS which is 24.04
