Run xev and the scroll the wheel and check the output.

You should see something like this:
ButtonPress event, serial 32, synthetic NO, window 0x2c00001,

ButtonRelease event, serial 32, synthetic NO, window 0x2c00001,

If that occurs, the mouse itself is working.
