It depends on the standard you are following. /run/user/$uid is
popular nowadays for systemd systems. In the past, it used to be /tmp.
For systems I control, I set each user's TMPDIR to $HOME/tmp, so they
can do what they want in their own area. Unlike /run, TMPDIR is not
cleared at reboot, however.
