A 'static' IP address is generally simply a reservation among a block
of otherwise dynamic IP addresses. If the block is used by domestic
customers, the entire block may get blacklisted. This happened to one
of my clients about twenty years ago, and despite it being a 'business'
account the ISP showed no interest in getting the address cleared. The
only reasonably safe way to run a server is on an IP owned by a
competent ISP, of which there are sadly few.
