This seems to be an issue with XFce4's window manager.  The same
happened to me with thunderbird + Chrome.  It doesn't happen on Gnome.
Probably worth filing a bug against xfwm4.

This is not a bug.
Xfce has a different default choice to Gnome, that's all.

It seems (not tested, I haven't used Xfce for years) that you can adjust this behavior to your preferences:
https://docs.xfce.org/xfce/xfwm4/wmtweaks#focus

the "Do nothing" option would probably do the trick
