why some wifi connection method is better than other

to setup wifi, i edit /etc/network/interfaces in bullseye and run 
ifup/ifdown to take effect

iface wlx12345 inet dhcp
        wpa-ssid netgear
        wpa-key-mgmt NONE

it works if wifi signals is good

if wifi signals is 2 on scale of 3 shown by cell phone, it can't connect

but gnome in opensuse 12 can connect

what modification do i have to make in debian?

note that device name isn't real to protect privacy
