AFAIK this is done as follows:

Look at the doc for the various components of your machine (CPU, GPU,
motherboard, disks, RAM, ...), sum up the stated maximum power
consumptions (in case of missing data, you may google around for rough
estimates of power consumptions of devices in the same category), add
a bit of wiggle room, and that should give you the minimum number of
W that your power supply should be able to output.
If that's "too much" for you (e.g. it's too expensive, or such a PSU
doesn't fit in your enclosure, ...), then try to get as close as you can.
