strange file query

In my home dir, there's a dir called .cache/mesa_shader_cache. It contains a file called 'index.' man knows nothing about the dir. The web seems to say it has something to do with AppArmor; in another place it says "the distro is dead." The file 1.3MB and contains nothing but 0x00s, according to hexedit. ls -lh says 'index' is owned by me, and has -rw-r--r-- permissions.
Anybody know what they are and what they're doing there? Can I delete them?
