Unless I'm mistaken, these messages are not generated by systemd.
In fact, there's nothing that resembles such messages in systemd
sources.
So, try this, for starters:
/bin/systemd reboot
And, what about these:
ls -al /sbin/reboot
file /sbin/reboot
